A major development in the Gaza conflict has raised hopes for a possible new path toward peace. Hamas and other armed groups in Gaza have agreed to surrender their weapons and transfer full civilian and security control to a transitional administration, according to Nikolay Mladenov, the Gaza Peace Board’s high representative.
Mladenov announced the development during a United Nations Security Council briefing on Wednesday. He said the agreement was part of a US backed plan for Gaza. The plan seeks to end the fighting, change the way Gaza is governed and create conditions for a future Israeli withdrawal.
The reported agreement is important because disarmament has been one of the hardest issues in peace talks. Israel has demanded that Hamas give up its weapons before Israeli forces leave Gaza. Hamas has pushed for a phased process in which disarmament and Israeli withdrawal happen together.
The peace plan contains 15 points. It calls for the removal of all types of weapons from Gaza. That includes heavy weapons, weapons stores, production sites, tunnels and personal firearms. Under the plan, a new Palestinian body would become the only authority allowed to control weapons.
Mladenov said the process would not happen all at once. He described it as a phased and verified process. Each step would depend on the successful completion of the previous step.
That condition is central to the plan. The proposed system would require outside checks to confirm that weapons have been removed. It would also link Israeli military withdrawal to progress on disarmament.
The plan also calls for a new transitional body to govern Gaza. The National Committee for the Administration of Gaza would be made up of independent Palestinian professionals. Its role would be to manage civil and security affairs during the transition.
Mladenov said the goal is to improve daily life for people in Gaza. That includes better security, public services and a more stable system of government. The plan also seeks to provide greater security for Israel.
But major obstacles remain.
Israeli Prime Minister Benjamin Netanyahu has rejected the idea of a phased approach. He has said Hamas must be fully disarmed before Israel makes a military withdrawal or begins wider reconstruction efforts.
This difference over timing could make the agreement difficult to carry out. Hamas has accepted the idea of giving up weapons, but it wants the process to include steps from Israel as well. Israel wants disarmament to come first.
The disagreement comes as political pressure grows inside Israel. Netanyahu faces an election in October. Members of his right wing coalition have opposed major concessions on Gaza and have called for Hamas to be fully disarmed.
The situation on the ground also remains fragile. Reports of Israeli attacks and other violence have continued despite the ceasefire framework. That creates another problem for peace efforts. A new rise in violence could make it harder for the sides to trust each other.
The proposed international stabilization force is another key part of the plan. Mladenov said its deployment is needed for the process to move forward. He also said Israel must meet its own commitments under existing agreements.
For Palestinians, the main issue is whether the plan can bring a real improvement in daily life. Gaza has suffered years of war, damage and displacement. Any new political system would face a huge task in restoring homes, services and public institutions.
For Israel, the main concern is security. Israeli leaders want guarantees that armed groups will no longer be able to threaten Israeli communities.
The agreement announced by Mladenov is therefore a major diplomatic development, but it is not yet a final peace deal. The biggest test will be whether the two sides can agree on the order of events.
If weapons are handed over and the new administration gains control, the plan could open a path toward reconstruction and a longer pause in fighting. If the sides remain divided over timing, the process could stall again.
For now, the reported agreement gives peace efforts a new point to work from. It also places pressure on both sides to turn promises into real steps.
